About the role:
The Procurement Specialist is responsible for:

developing, implementing, and monitoring procurement policies, processes and systems across Council to ensure compliance with the Local Government Act 1993, Council policy, and best practice probity standards
-
oversight of all procurement activities
-
supporting contract management functions
-
providing strategic and operational advice to staff to ensure Council obtains value for money, meets compliance obligations, and manages procurement risk effectively
-
supervising Council’s stores staff
-
oversight of Council’s inventory management, tendering practices, contract administration, and purchasing compliance.
This role will suit an experienced procurement professional who thrives in a fast-paced environment and is committed to delivering exceptional outcomes.
About you:

Demonstrated experience in procurement and contract management within a Local Government or complex regulatory environment.

Ability to implement procurement legislation, particularly the Local Government Act 1993 and relevant policies, regulations and guidelines.

Strong understanding of probity, compliance, risk management and value-for-money principles in public sector procurement.

Proven ability to prepare clear and compliant procurement documentation, including tenders, RFQs and contract variations.

Excellent interpersonal and negotiation skills with the ability to provide internal procurement advice across all levels of the organisation.

Demonstrated ability to supervise and mentor staff to achieve high performance and compliance in procurement and stores operations.

Proficient in the use of finance and purchasing systems and document management platforms.

Ability to develop and deliver internal procurement training.

Previous experience working in a rural or remote Local Government setting will be an advantage, as will experience in stock management, inventory control, procurement audit, and familiarity with Civica Authority or similar ERP systems.
